     in a letter dated April 26, 1982, tho Deputy Solicitor of the
De artrant of Intrior took issue with oar decision of Ftbruary 23,
1982 (fl-206173, 62. Coup. Gen.  ), which held that Governirent funds
had been iruproperly expended for non-official purposes. We decided
to reconsider our decision, in the light of tile Depart .me.nt's staterrent
of points.

     Our February decitsion conclude-d that two recoptionc held tit the
Custis-Lee Mansion, also knaan as Arl~igton Housce during the 1981
Christmas season, were social, rather than official, in noture. We
concluded, therefore, that neither funds apropriated to the Depart-
ment of the Interior for salaries and exrulwveu nor funds donated to
the CooperaUsig Association Fundl of the National LArk Service could
be used to pay for the-e events.

     We staLed, however, that to the extent aajlble, funds amrcpialed
