1. Expenses incurred by youngsters on
    recreation trip and paid for by rec-
    reation aid are not reimbursable on
    travul voucher (SF 1012) since each
    traveler is required to sign voucher
    to claim reimbursement for authorized
    travel expenses which he personally
    incurred. hlowever, the expenses may
    be claimed and if otherwise proper,
    paid on SF 1164 (Claim for'Reimburse-
    went for Expenditures on Official
    Business) or SF 1034 (Vblic Voucher
    for Purchases and Services other than
    Personal).


                2. If multiple-person travel voucher wauld
                    serve the purposeof paying for expenses
                    incurred for children under recreation
                    program sponsored by Bureau of Indian
                    Affairs, Department of Taterior should
                    seek approval by Administrator of General
                    Services Administration in accordance
                    with para. 1-11.3a of the Federal Travel
                    Regulatiens.

     Robert Caswell, au'thorized certifying officer of the United
States Department of Intsrio; Bureau of Indian Affairs, by letter
of July 8, lq76, has requested a decision as to whether he may
certify for payment certain miscellaneouo expences under a multiple-
person travel voucher under the circumstances stated below.

     The Bureau of Indian Affairs, Yankton Agency,'Wagner, South
Dakota, conducts,, recreation program for young<v4rs. Miss Suzanne
Drapeaux,,a college student employed as a summer recreation ai
with the Yankton Agency, was aut' orized to accompany a group of
33 children with the aid of two volunteer adults on & sight-seeing
trip to the Black Hills area, frot Lake Andes, South Dakota, to the
Rapid City, South Dakota area and return as part of the agency's
recreation program. The trip was aonducted from August 11 to
