Health, Education and Welfare protested the action of the GAO
Claims Division pertaining to a request for waiver cf eroneous
payments by the National Advisory Council ca Vocational
Education into private rutirement tlads on be-aif of its
employees. The payments, which occurred through administrative
error, were waived since the uqency van nt aware that its
employees were civilian employees for purpases of classification
and pay rates, and there was no indication of fraud,
miaripresentation, fault, or lack cf good faith on tte part of
