By letter of September 6, 1979, counsel for Technical Services Corporation has requested reconsideration of our decision in the matt,:r of Techniical Services Corporation; Artech Corporation; and Sacks/Freeman Associates, Inc., B-190 45, B-190970, 8T-5099 -August 25, 1978, 78-2 CPD 145.
