 1. Private party wantsto Microfilm Government records
    for commercial purpose. ' Burau of Land Management
    (BLM)  is currently unable to fulfill duty to make
    record. available to public. License for use of
    Government  property by private party may be granted
    if use will not injure property and will be beneficial
    to Governmiht.  If license is4rited, private party
    proposes providing copies to Iublic and aelling copion
    t, BLM.  Because of close coinection between private
    aid governmental purposes, licese should not be
    granted.
 2. Under the Federal Laid; Policy and Management
    At  of 1976, the .'Bureau of Land Maniagement (BLM)
    hai a 2'ty to provide copies of mining claim notices
    to the public for a reasonable fee.. BLM shoild
    fulfill its duty either by providing the service itself
    :or procuring it in accordance with the Federal
    Procurement Regulations.


           3. Where  contractorwill       on Goienment
              property, Goveriiment may be p intially liable
              for damage 't privately-owned equiprii ht. Rather
              than Goverihinent incurrinj podible liability,

              risk of such loss. Contract should also ectablish

              property without disruption and costs borne by
              Government  should be taken into account in con-

an inquiry from the Deputy Aisistait Secretary for Policy, Budget
and Administration, Department of the Interior (Department) as to
whether the Bureau of Land Management (BLM) may, by lease or
