MATTER OF:


Transferred employee claims reimbursement
under commuted rate system for costs of
commercial transportction and temporary
storage of his household goods. Pis claim
may not be allowed since he cannot present
receipted copies of bill of lading or bill
for storagA costs.


     This ac:ion results from a lattcr dared flarch 22, 1978, from
Ms. Arlene  fatigian, Mid-Atlantic Regional Finance Officer for
the National Park Service, requesting a deciri.n as to the entitle-
ment of Mr. Kurt P. Goebel, an employee of the atior.al Park
Servtce, to reimbursement for the costs of tao transportation and
cemporary storage of his housthold gaods, i;.curred incident to his
transfer from V-shincton, f.C., t3 GaOteway Jation.1 Pe:roation
Area, Brooklyn, New York, in September 1975.

     Mr. Goebel, by Travel AuthoriZatiln No. 1630-6-0105, dated
September 5, 1915, was authorized shipceit of his 1ousehold goods
and personal effects ti Wis new dity station, at a commuted rate.
Mr. Goebel stares that his household goods were transported and
temporarily stored by rtokins Moving and Storage Company from
September 17, 1975, to approximately October 23, 1975. lie
claims $1,326 for the transportation and $70?.95 for the temporaxy
storage.  Huever, he is unable to provide copies of the bill of
lading, his receipt for the storage, or the check by which he paid
for these services.

     Mr. Goehel has statnd that he sent the original copy of his
receipted bill of lading to the Park Service's :-lid-Aclantic
Regional Finance Office in approximately October 1975. Howevcr,
Lhat office has no recorJ of having receivad it and, furshermore,
has not, after searching, been able to flid 1.

     Mr. Goebol has staced that he contactod tic Bekins
affiliate in Laurel, Varyland, which handled Lh transportation
mnd 'torage of his housuhold goods, about obt :-iing a copy of
his receipted bill of lading. The Boitnis affiliate informed
