Diblomatic couiriers' travel with pouch-in- hand is travel 4nvolving the performance of work waile traveJ..-..aad is, taerefore, hours of employment o7 work under 5 U.S.C. 5542(b)(2)(B). ,But their travel is not carried out under arduous conditions within the meaning of that provision since such travel is that imposed by unusually adverse terraiho severe weather. etc., and doe not include travel by common carriers, including airlines. 3. On and after the effective date of the amend- ment to 5 U.S.C. 5542(b), January 15, 1968, diplomatic couriers' officially ordered or approved dead head travel qualifies as hours of employment or work as travel incident to travel that involves the performance of work while traveling.
