An Authorized certifying Officer of the BLrQau'of
Recreation requested a decision as to whether a clanm for
reimbursement of expenses incurred in preparation for the
performance of a contract could be paid. The claim was not paid
since the actions by the offeror were induced by Government
pe-sonnel without the authority to bind the Government
contractbrally and since the scontract was not awarded and the
