The protester objected to the determinati6 that its
bid was submitted too late for consideration for award. Since
the agency failed to establish and implement proceduresytor the
timely receipt of bids, a bid receive5 after the specified
deadline rhould have been considered for award. The only
acceptable evidence to establish timely receipt is the time/date
stamp of the Government installation on the bid wrapper or other
documentaty evidence of receipt maintained by the installation.
