Reconsideration was requested of cancellation of a
solicitation for which the claimant was the sole offeror in the
competitive range and the subseguert resolicitation. Ihe
cancellation and resolicitation was Justified where only one
acceptable proposal was received. The protester's contenion
that competitive solicitation consituted a viclation of its
