1.   Bid submission which included typewritten name and title
     of person authorized to sign, but o sihusture, was properly
     mijected as nonresponsive and vs not subject to waiver as
     abnor informality pursuant to Federal Procurement Regulations
     (PR)    1-2.405(c),(1964 ed.).

     acceptorderaof  $15 or more, ulress he iudicated willingness
     to accept'orders of less than $15 by inserting smaller amount
     inbid  form. Zidders insertioziof $!;0 as smallest order it
     would accept rendered bid nonresponsive since it limited
     Government's right to place ordersbctecn $15 and $50.

ofits  bid as noitresponsive by the Geieal Services Administration
(GSA) under solicitation No. FPHOX-75 01-A,1 which anticipated tihe
purchase of office maciinesa erauers emossint machines,,identifica-
t on tape and stencil cutting machines during a one year period
beginning April 1, 1977. The solicitation provided fur bids to
be submitted on numerous categories of items tor each of the designated
sones listad with awards to be made as necessary on an item by item
basis.

    1At bid 'bpening on November 8, 176, Marsh's bid, while containing
the tyed naand title John   A. Marsh, Govt. Sla Mgr. in the space
providod, contained no sigiature on the bid, either in the space
provided or elsewhere. Mreover, Karsh's bid was not accompanied
by any other material bearing a signature of a representative of
Marsh.

     By liteur dated.December 27, 1976, Harshwas advised that its
unaigned bid was nonresponsive and could not be considericd for award.
On this saze data award was made to bidders other than Marsh on all
but five categories of item. It is to be noted that a4ard was
withheld on five categories of items because no responsive bds
had been received. In this connection, however, a Determination
and Fiviingwas'made by GSA on December 22, 1976, pursuant to 41
U.S.C. I 252(c)(10) (1970) to negotiate a contract for these five
