                    Bid whi½h fails to indicate whether poition of required work
                    will be performed by bidder or by subcontractor as required
                    by 1Y  subcontractor listing provisions is nonresponsive.
                    Thomason  Industries Corporation pi'otests the rejection of
               its bid submitted in response to invitation for bide No. GS-01B-
               01582,.risued by the General Services AdIninistration (GSA). The
               contracting officer tei-nined that Thomaaon'a bid was non-
               repcsive   to the ulicia6tion because'it did iot inclgdea required
               certification concerning the firui's eqti1 employmert-opportunity
               affirm:ive action program.  Subsequintly, USA reporte¶ that
               Thomaman's  bid wai also nouresponiyeibecause it did not contain
               a properly comjileted subcontractor listing. Thomason argues that
               its bid did contain an affirmative action certification when submitted
               and that its subcontractor listing was properly completed.
                    The solicitation' covered tne installation of exterior and
               interior stone, rAaaonry and plaster finishes in the Federal Building.
               New  Haven, Coinecticut, and included the following requirement
               for subcontracor listing:

                    (other than operators of leased equipment) to
                    indicate that the category will not be performed
                    by subcontract.
                    21.2 'If the bidder intends ato subcontract with
                    more than 6ine,: sibcontracor for a category or to
                    ierform a portion of a cate ry with hilown
                    pe Konnel and sibcontract with 'one or miiore sub-
                    contracitors for t.le balance of the. category, the
                    bidder shall list all such indiiduals or firms
                    (including himself).and state the portion (by
                    percentage or narrative description) of the cate-
                    gory to be furnished by each.
