     This decision is in response' t sa requeat of Jima 9, 1976,
by Mr. Ly1st.  Drown, Regioal Certifying Officer, Federal
Enery  Adminitration  (VIA), Relion X, Seattle, Washington, for
an advance decision as to the allowability of a payment of
invoices from Kelly Services, Inc., for professional secretarial
services provided to FEA dring the period of April 14 through 23,
1976.

     During the week of A  i 5; 1976. Cherie N. Bri   Chief,
Support Services Branih, FA   igihnjx, was Iinformed at -the
entire staff of the FEA Alaska Field Office was scheduced to be
say  from the office during the period April 14 through 4ril 23.
The field office wrs staffed with only one clerical employee,
and she hid:requested leave for that period which c;ld not be
postponed.  The remaining staff was scheduled to be sway rz7
the office during that time.

     A request. fr certification for a temporary appointmenc was
issued to, the.Ciil. service Comission oiklril:9, 1916, so that
a rep lacem1  fci the one clerical wploee could be hired to
prevenat the cloing of the office duringthiat time. On April 12,
1976, the Civil Service Camission authodLsed VIA to effect a
temporary appointment of one clerk-typist since it had no clerical
