     This matter Is In response to a requsat for an advance
decisiom dated Nove.ber 2, 1976, from N. Orris C. luet, an
authorized certifying, officer of the Department of Agricuture,
concerning the authority for raicburoing Mr. Ronald 0. Dogle
for temporary quarter etpenae  incurrad at the time of is
transfer.

     Under 'the othoritd of AD-202, Tr'el Authorization No. 1647027,
dated August 17, 1975,'1fr. Bagle, a District Conservationist with
the Soil Conservation Service, was transfarred from Manchester to
Tracy City. Tennusee, a distance of only 29 miles. In lieu of
moving household goads, Mr. Bogle was authorized transportation of
his mobile home to be uted an a permanent residence. The travel
authorization authorizedl teoporary quartrs for 30 days. The
mobile home arrivEd at Mr. Logle's cavwduty station on Wedneday
October 15, 1975, and he began to prepare it for occupancy. Before
the clectricity could be conectmd, it began. to rain and continued
to rika for the remaindi:r of the week. Despite repeated requests
from Mr. Boglu, the powor tompany did not require its'esployees
to connect thu electricity because the applicable union coutract
stated that theamployaes did not have to work on the power lines
In bad weather unless it was an emergency. Mr. Dogle and his Wife
obtained temporary quarters at a motal until the electricity was
connected on Moudaye October 20, 1975.
