     This action is in response to a request dated Awust 13,
1976,by C.D. Ioudorfer, an authorized certifyin officer of the
Department of Justico, Federal Durcau of Investigation (FII),
for a decision concerning the vouchor aubmiAtted by ro Robert J,
Lally, Jr. for reirbursement of expenses asnociated with provIdint
electrical servico to a nest residencc which ho purchased inciaoat
to the trannfor ot hin official duty ptation,

     The record indicates that Mr. Larly, an employee of the F11,
was transfnrrod fromn Washington, DC, to Baltimoreo taryland,
effective Auust  23, 1975.  Mr. [silly purcliased a nowly construAcI
rodnce in Phoonix, V!aryland,   a suburb of Ualti!aore, On
Ottober 31, 1975, Mr  Lally paid t242 to the Baltimore an and
Electric Conpany for its servicen in establihinI the initial
electrical conncction to the house.  These servicse included the
installation of powor lines fromu the nearest jorvice cables to
the residence.  Althouzh we ara not furnished with a copy of the
purchasn arooment  rAdo by the employee with tho builder, the
certifyinc officer ntnten that such agreament provides that the
instnllntion of the olectric motor, poles, sower, and water lines
shall be at the buyer's expenso.  Mfr, LAily han presented a travel
voucher on which ho claims rainburneuent of the $242 urdar the
mscollanooui  expensos provisions of paragraph 2-3.1 of the Federal
Travol Rtsgulations (?PPU, 101-7) (May 1973).

     The omploying agency sunpondod the iten, stating that the
amount clnirrd tA  ssociated with structural costs, and is there-
fore not roirburuable.  The agency cited to 11r. Lally our decisions
in D-161562, Novonber 2, 1967; f-16411., Juno 10, 1960; and B-1723,3,
April 23, 1971, in which we held that tho installation of wirinrs
or electrical circuite constitute structural alterations ane there-
fore are not roimburuable items. Mr  Lally sooks to distinguish
