          DIGEST

          Protest that agency should have awarded higher adjectival ratings to protester's
          quote provides no basis for sustaining the protest, where the evaluation was
          reasonable and consistent with the evaluation criteria.
          DECISION

          Synovate, Inc., of Falls Church, Virginia, protests the award of a contract to Altarum
          Institute, of Ann Arbor, Michigan, under request for quotations (RFQ) No. 507703,
          issued by the Department of the Army, Army Medical Command, Center for Health
          Care Contracting, for Army patient level satisfaction surveys. Synovate contends
          that the agency unreasonably evaluated its quote and applied unstated evaluation
          criteria in rating its quote as unsatisfactory under the technical capability evaluation
          factor. Synovate also argues that the agency's improper evaluation resulted in a
          flawed best value decision.


We deny the protest.
