DECISION ITW Military GSE, of Palmetto, Florida, protests the award of a contract to DRS Environmental Systems, Inc., of Florence, Kentucky, under request for proposals (RFP) No. N68335-09-R-0130, issued by the Department of the Navy, Naval Air Warfare Center Aircraft Division, for shipboard and land based air conditioners. ITW argues that the Navy misled it in discussions and challenges the selection decision. We deny the protest.
