DECISION LexisNexis of Washington, D.C., protests the award of a contract to West Publishing Corporation of Saint Paul, Minnesota, under request for proposals (RFP) No. FA3300-09-R-0029, issued by the Department of the Air Force for computer-assisted legal research services for the Air Force Judge Advocate General Corps, the U.S. Army Judge Advocate General and the U.S. Marine Corps Staff Judge Advocate Division. The protester contends that the agency's price evaluation was improper. We deny the protest. BACKGROUND The RFP was issued on July 15, 2009, and called for the award of a fixed-price contract for a base year with four 1-year option periods. The purpose of this acquisition is to obtain online legal information sources, and related customer support services for the legal communities within the Air Force, Army, and Marine Corps.
