Agency reasonably concluded that protester's proposal was technically unacceptable under the performance capability evaluation factor where protester's proposal contained a conflict with regards to contract duration and the contract duration actually listed in the contractually binding schedule was considered to be unreasonably short and posed a high risk that the contract would not be completed successfully. 2. Protest that agency failed to provide meaningful discussions is denied where the protester was advised of the deficiency in its proposal and failed to respond to the agency's concerns.
