          DIGEST

          Protest of award of contract for T-3 TRICARE managed health care support services
          for the South Region is sustained where evaluation did not adequately account for
          the network provider discounts associated with protester's existing TRICARE
          network.
          DECISION

          Humana  Military Healthcare Services, of Louisville, Kentucky, protests the
          Department of Defense (DOD) TRICARE  Management   Activity's (TMA) award of a
          contract to United Military Veterans Services, Inc. (UMVS), of Minnetonka,
          Minnesota, under request for proposals (RFP) No. H94002-07-R-0007, for T-3
          TRICARE  managed  health care support services for the South Region. Humana, the
          incumbent contractor, challenges the evaluation of proposals and resulting source
          selection decision.

          We sustain the protest.

          TRICARE  is a managed health care program implemented by DOD largely for
          active-duty and retired members of the uniformed services, their dependents, and
