 Dear Mr. Chairman:

     Reference is made to your reetnt letter concerning the General  Servicoe
Administration (GSA) use of the purohase contract method of financing  for two
Federal projects, one in Anchorage, Alaska and the other in Atlanta,  Georgia.
You request our opinion as to whether such use constitutes a violation  of
either section 3(g) of tho Public Buildings Amendments of 1972, approved
June 16, 1972, Pub. L. Wo. 92-313, 86 Stat. 220, 40 U.S.C.  I 602a(g)
(Supp. IV, 1974), or section 507 of the Treasury, Postal Service* and Cen-
oral Government Appropriations Act, 1976, approved Auguet 9,  1975, Pub. L.
No. 94-91, 89 Stat. 457.

     Section 5(g) of Pub. L. No, 92-313, provides:

          No purchase contract shall be entered into under  the
     authotity granted under this section after the end of  the
     third 4iscal yearvWhich begins after  the date of enactment
     of this section.

Since the Act was approved by  the President on June 16, 1972, the authority
for eatering into purchase  contracts thereunder ended on Juno 30, 1975.  Soc-
tion 507 of the Treaaury, Postal Service, and General Government Appropria-
tionsAct, 1976, providest

          None of the  funds available under this Act shall be
     available for administrative expenses in connection aith
     the exedution of purchase contracts pursuant  to nection 5
     of the Public Buildingo Amendments of  1972 (Ptblic Law 92-
     313) durina  the period beginning July 1, 19759 and ending
     Septomber 30, 197G.

The  net affect of both  of those provisions of law is, therefore, to pro-
hibit the antering into or  e:ecuting of purchase contracts after June 30,
1975.

     Before considering  the application to the two projects involved, it is
necessary to outline the  relevant statutory  framework.
