     I have your letter  of November 29, 1946, as folas:

     Pursuant  to your decision  of Ly  5, 1943 (B-33911), it has been
the practico  of the Forest Service of this Department to include in
its permita  issued for the occupancy and use of national forest 3and
for the construction,   earation, and maintenance of electric p  er
transmission and distribution  lines the following provision   .

     *To the extent  that it has not already been accoapliahed, the
permittee shall make  provision, or shall bear the reasonable coat
(as determins  ly the Forest Service)  of makirg provision, for avoid-
ing induotive interference between  any project transmission line ar
other project worh constructed,  operated, or maintained under this
permit, and are radio  installation, telephone line, or other oamwi-
cation facility installed  or constructed before onstruction  of such
project tranamission line  or other project work and csnad, operated
or used by the Foreot Service  in administerizg the national forests
and land under its  jurisdiction. The  foregaing provisions of this
article shall also relate to any radio  installation, telephone line,
or other oemunication  facility  installed or constructed IV the
United States after construction  of such project transmission line
or other project rork.   None of the proviaiens of this article are
intended to relieve the permitte3 fron  any responsibility or require-
ment which may be iaposed by  other lawful authority for avoiding or
eliminating inductive  interference. '

     Applications have been received from  the Black Hills Electrio
Association, Ino.,  of Custer, South Dakota, an Rd-financed  cooperar-
tive, for permits for the  oounpncy and use  of national forest land
for the construction, operation, and maintenance  of electric trans-
mission lines across portions  of the Harney Nlational Forest in South
Dakota.

     'The Forest Service is now  operating and maintaining a system
of telehone  lines for fire protection and  other purposes in the
administration of the Ha3rny National Forest.  The  lines which have
