Three separate organisaticas provide disbursing and
related accounting support to the larine Corps on Okinawa:
narine Corps Base* Camp Butler, pays public and travel vouchers,
military pay, and civilian pay; the 3rd Force Service Support
Group (F5SS) processes a military payroll and manually piys
travel vouchers; and marine Corps Air Station (BCAST Putema
processes a m.litary payroll and manually pays travel weachers.
Coasolidation of these functions is feasible and coali result in
reduced personnel costs. Total potential sav ;-s from
consolidations could be wer $130,000 annually, including pay
and benefits. An additional adv.ntage of consolidation would be
the reduced number of reports generate&. CAS uteasma officials
believe that the ICAS supply office is overstaffed as a result
of decreased workload sich was not accompanied by manpower
reduct!ons. A 1977 manpower study recommeaded that 7 of about 28
sappl!-related positions at CAS Ftetnaa could be eliminated;
this reduction could save over $100,000 annually, including pay
and benefits. Action should be taken to consolidate the supply
functions at aCAS Futensa and Camp Butler, and a plan should be
initiatee to consolidate the three disbursing organizations.
