Facilitiesi. August 5, 1977. 15 pp.

Report to lorman A. Carlson, Director, Bureau of Prisons; by
DNniel F. Stanton, Associate Director, General Government Div.

Tssuo Area: Law Enforcement and Crime Prevention: 'reating
Criminal Offenders (5037: Health Programs (1200).
 Contact: General Government Div.
Budget Function: Health: Health Care Services (551); Law
enforcement and Justice: Federal Zorrectional and

There are gaps on the Bereau of Prisons' ability to
monitor and evaluate the effectiveness of its health care
delivery system. Findings/Conclusions: The Medical Division
does not require or provide periodic physical examinations to
inmates after their initial examination upon coamitment. Health
care units are not always reviewed or evaluated as scheduled. In
ac'ual practice, not all institutions are surveyed, and the
central office maintains no records of when or whether surveys
were conducted. Dental program surveys are also inalequate.
cpcommendations: The Medical Division of the Bureau of Prisons
should: (1) update its list of accredited medical and dental
units; and (2) insure that facilities apply for review when they
are due and develop and enforce a policy which requires annual
-Pe4ional-Adminisrators-of--Redical-Services inspections of all
Bureau medical facilities. The Bureau of Prisons should:
institute a program to provide periodic physical examinations to
all  inma4es after their initial examination upon commitment;
analyze the formats of its medical reports and make necessary
revisions Ii provide more meaningful information for assessing
its health programs; obtain more meaningful information for its
managers by obtaining data on the umbetr of inmates treated for
differ-nt types of health problems and the number who had no
az-nal md;ical problem; develop formal standards for purchasing
medical eemipment; and review institution pharmaceutical
controls and make corrections by preparing standard operatina
procedures for storing, handling, and ordering pharmaceuticals,
arcounting for pharmaceutical inventories, and periodically
nonitorine pharmacy operations to insure conformity with
urescribed procedures. (SC)
