     As part of our  cont taig  reviwv of the ?avy's
financial Management  systex, we sample transactions
iv disbursing officers!  acouants.     examined 354
ailitary pay records  std 29  travel and 4iscellane-
on  routhers  in your disbursvin officer's accoints
ad  found  one or mor* errors on 152--a  error rate
of Z4 percent.   These errors, summarized in the
appendix,  resulted In overpayments, underpaymeats
and incorrect  leave balances.
     -r   findings Indicate a  upartlcular 4eed for more
Proficiency  in prePartg  aad payin  travel claims--
S4 porcent  of the military and Sr pret ot the
civilian  travel VOuchers contained errors.  The major
problea  areas are described belov.
      -*Meal deductions ware maide incorrectly-
        primarily at pernament-duty statlons or
        while in flight.  See paragraphs M4254-2
        and 5, JH1.
      --Per die  was not paid for travel between
        stations.  II moet cases* Per dies was
        not paid for the day the meaker arrived
        at the aev dty  station.  See parraaph
        M42$3-4t JTR.

      -Per  -diem rates for overseas ilittary
        traval were other than ratas prescribed
        by paragraphs W423-3  4ad 4v JTR.
      --Incorrect per dies rates were used  for
        trvilia  overseas travel.  The demostic
        or foreon  rates were used rather  than
        the S6 rate established by paragraph  C101-
        6(4),  JTR, for travel periods of  6 hours
