Dear Colonel Bishop:

      We have  conpleted our review of the Test, Evaluation,
Analysis and Manageonent Unifornity Plan (TT'A:-UP) system for
proccssing civilian  payroll and leave allowances at the
Jefferson Proving  Ground (JPG).  This review was part of  an
overall review of  civilian paiy activities at Departuent of
Defense installations.   The review covered the period
August 5, 1969 througi  :ay 18, 1974.

      Our exanminationfof payroll transactions and personnel
actions was directed  toward an evaluation of the  adequacy and
effectiveness of the  TEA'l-UP civilian pay and leave system,
including internal  controls.  'e reviewed the TEAM-UP  systen
design and docunentation  at the Test and livaluation Command
(TECOM) prior to the  start of our review at JPG.

      We found weaknesses  in the design of the TEAM-UP  payroll
and lerve systm  which  we will report to TECO V. We discussed
some of these weanesses   with JPG officials.  However,  the
chan-es or corroctive  actions req;uired are the responsibility
of TECOM.

      The internal  control weaiesses  which are the responsibility
of JPG are discussed  below.  These matters were discussed  with
JPG officials both  durin- the review and at the exit  conference.
