The review, which was completed in March 1969, consisted of an evaluation of the administrative procedures and internal controls relative to receipts and disbursements and included such tests of financial transactions and records as we considered appropriate. Our review did not include a review of the loan program operations. We are pleased to inform you that we found the administrative procedures and internal controls to be generally effective and that the selected financial transactions which we reviewed were processed in a satisfactory manner. In accordance with section 13 of title 8 of the General Account- ing Office Policy and Procedures Manual for Guidance of Federal Agen- cies, the records of financial transactions through June 30, 1968, may be transmitted to the Federal Records Center for storage in accordance with your approved records retention and disposal program.
