handle is hein.gao/gaobacvwj0001 and id is 1 raw text is: 'A Trl U1Pr2 Sr G A'EPAL AC CVTT ZE WASHING fON, D C 20549 GEN4=RAL GOVERNMLN- DIVISION SFP 1 1976 OQ9 I3/ Mr Jullan R Dugas City Administrator District of Columbia Government L Washington, D C 20004 Dear Mr Dugas We have been studying the Dis;rict's motor vehicle management activities to determine how effectively and economically the city acquires and maintains its vehicles During our study, which is not yet complete, we noted that the Department of Human Resources (DHR) ClA apparent'y violated Federal grant regulations by spending t8,740 of Department of Health, Education, ana Welfare (FEW) grant fund for leasing two intermediate sedans (equipped lth air-conditioning, AM-FM radio, deluxe wheel covers, and radial tires) whicn were not used for grant ourooses In addition, other Federal regulations regaroing limits on vehicle size and purchase o'-ice were circumvented We are reporting this matter at this time because we believe it warrants immediate attention Comments of the D-R Director, and the Department of General Services (DGS) Director have been considered in the preparation of this report In May 1974, DHR informed HEW that two automobiles would be purchased with grant fuids awarded for maternity-infant care and children- youth projects In November 1974, DHR requested HE9's permission to lease rather than purcoase the vehicles DHR stated that it was impossible to purchase an automobile within the purchase price limitation imposed by District regulations Federal law which applied to the District and was in effect at tne tLmi imposea a $2,100 per venicle Imitation The stated purpose of acquiLring the vehicles was to provide the staft and the project airector with uransportation to health clinic sites and project related meetLngs within DHR ana Lne Di.stric.t com-unity The request was approveo oy HFW with the stipulation that the transaction be carried out witnin tne approved ouogeL limits Each of the two revised grant budgets subsequently submitted to HEW Dy DHR allotted $3 000 for a sedan The budget justification for the maternity-infant care grant stated that the sedan would serve the project staff and clinics as needed The children-youth grant budget stated that the automobile, which along vith other equipment, was needed ir the clintcs' operation and woulo provLde transportation for core staff and other DhR staff while on official duties BEST DOCUMENT AVA\LABLE
