Dear Admiral McKenna:

     The General Accounting  Office is conducting  a nationwide
review at Government  field installations for the purpose  of
identifying opportunities  to improve energy conservation
practices.  The purpose  of this letter is to advise  you of
the results of our  review at the Mechanicsburg complex.   Your
command, as host  command on this Federal reservation  is respon-
sible for coordinating  the overall conservation effort  for all
activities.

     Your activity  has taken a number of actions to  reduce
energy consumption,  including:

     --reducing perimeter  and security lighting by  50 percent
       and changing  to more efficient mercury vapor  lighting,

     --setting thermostats  to the 650 to 680 F range  in
       administrative  work areas and at 650 F in  restrooms,

     --reducing temperatures  in warehouses to a  level consistent
       with the purpose  and material storage requirements,

     --reducing  thermostats in hot water heaters  to 1400 F,

     --securing  about one-third of the window type  air
       conditioners  used in the administrative work  area,

     --rescheduling'custodial  services to make maximum  use
       of daylight  and normal duty hours,

     --implementing  a car pool program and encouraging
       personnel  to participate in car pools,  and

     --reducing  lighting levels and removing  light bulbs
       throughout  the reservation.
