           Dear Mr. Edelman:

                This is in reference  to your letter of August 6,
           1981, concerningicorrection of mistakes  in bids
           alleged before award, and serves  to confirm our
           telephone conversation of yesterday.

                As I explained to you during our  telephone
           conversation, our Office gave serious  consideration
           to this matter several years ago  in connection vith
           proposed legislation which would have  limited revision
           or withdrawal of bids where mistake  is alleged.  There
           was some discussion at that time  regarding whether
           Government bid correction policy would  have to be
           changed by amending existing statutes or whether  the
           policy could be more easily altered  by recommending
           charges to the DAR and FPR committees.   To my knowl-
           edge, we did not recommend any changes  from the
           present policy.'

                While I agree that  there may be merit to the
           views you have presented, Seymour Efros,  our Associate
           General Counsel, has informed me  that we are not
           inclined to initiate action to change our  bid cor-
           rection policy at this time.  He also  indicated a
           willingness to meet with you to discuss  this matter
           if you should desire to pursue  it further or have
           any specific suggestions you would like  to present.
           In accordance with our conversation,  we are closing
           our file in this matter.
