I will beqin with some aeneral comments about GAO and ao on to some matters which may be particularly qermane to your work. When GAO w.as established by the Budoet and Accountina Act of 1921, it was a financial audit aaencv--doinc practically all of its auditina at GAO headouarters in Washinaton, D.C., where it examined vouchers and keot various appropriation accounts. Over the years, GAO evolved into a princioal source of information and advice for the Congress. The Budaet and Accountin Act of 1921 protects the Comptroller General aaainst outside pressure or influence with a nonrenewable 15-year aocDintment by the President and confirmation by the Senate.
