     .You request our opinion as to whether use of a commercial travel pgency
 by the Embassy at Lima, Peru,'and pther oversesp-psts, would be permi4ible.
 You enclosed a telegram from the Lima MiElion stating that one loc4a firm
 has submitted an informal proposal to eutablish'a travel agency in the
 Embassy.  The telegram provides only a oni paragraphflummry of the plan.

      The request for'out approval. of the pr posaaoremised   on the  fieval
 Accounting Office Report, A Look at the'Pr6htbitiod oin the Uce of Corcetcial
 Traval'Aaent.9, LCD-784219, August 8, 1978 (GAO e       Althugh     GO
 Report is inonclusive  as to whetheror not theprohibitiori Nhould bilifted,
 it states' that, 'we would .  . not objuct to lifting the piohibition(on an
 individual agencyasia)fo  the extent that such action is shown to b more
 efficient and less costly.

      You contend that the use of commercial travel aents would 'revult in
 better quality service, a reduction of two staff personnel tnd an eatimated
 savings of $5,000. You believe that-although Braniff Airlines does provide
 basic travel services for the Lima Embassy, it seems that the use of a
 comercial  agent would be more efficient and less costly.

      Your 'submission-does not include a specific proposal, with dttiled
 data 'to support the claim that the use of a commercial agent would be more
 efficient and lebsacostly than the present use of airline' services. It -ta
 an informal pi'roposal concerning'only the Lima Mlission which is speculitive
 as to the valuse to be garnered from the use of travel agents. -It is based
 on estimates which are not.substantiated by any actual study of the cost f
 using travel agents. No information is provided to support an exception
