     SENATE COMMITTEE ON BANKING, HOUSING, AND URBAN AFFAIRS

                    THE DEFENSE PRODUCTION ACT


Mr. Chairman and Members of the Committee:

     We appreciate this opportunity to comment on extending
titles I and III of the Defense Production Act beyond the
current September 30, 1983, expiration date and on the nine
projects considered by the Department of Defense (DOD) to be high
priority for title III funding in fiscal years 1983 and 1984.  We
have, on March 21, 1983, testified before this committee on an
August 1982 Federal Emergency Management Agency (FEMA) proposal
for using title III to help meet the National Defense Stockpile
cobalt goal.


     My testimony today will address the reasons why we believe
that titles I and III should be extended.  I will also address
why we believe that the Congress should consider amending title
III to ensure that the national security benefits as well as the
economic costs of each title III proposal are adequately
justified.  Our conclusions are based on our evaluation of DOD's
