     Mr. Chairman and Members of the subcommittee we appreci-

ate the opportunity to testify before you- today on H.R. 7039.

This bill would amend existing laws governing  the protection

of Government witnesses, the performance  of U.S. marshal

duties,,and  the fees that can be charged for certain services

provided by  the Government in connect ion with litigation in
Federal  courts.  This bill would also amend Rule 4 of the

Federal  Rules of Civil Procedure relating to the service of

process.

      Our comments are based in large part on work we  have per-

 formed in response to a request by Senator Max  Baucus to re-

 view the operations of  the United States Marshals Service and
