        Dear Mr. Duffy:

             This is in response to your letter of June 15, 1981,
        with enclosures, in which you reauest reconsideration of
        Comptroller General's decision B-184502 dated February 20,
        1976.  In that decision, the settlement issued by the Trans-
        portation and Claims Division disallowing the claim you
        filed pertaining to your grandfather, Mr. Peter Duffy, for
        monies expended on behalf of the United States Army incident
        to military operations during the Civil War was reviewed
        and upheld.

             In that decision you were advised that any claim cog-
        nizable by the General Accounting Office must be received
        within ten years of the date the claim arose.  That law,
        which appears at section 71a of Title 31, United States
        Code, bars consideration of your claim by the General
        Accounting Office since it arose sometime during the
        Civil War.

             We are in sympathy with your desire to vindicate
        your grandfather for the inequities which you feel.
        accrued as a result of his service to the United States
        during the Civil War. However, you have presented neither
        new evidence nor additional argument to support a finding
        in your favor.  And since the matter has received a full
        and fair consideration, we must deny your request for
        reconsideration.

             We regret that this response could not be more favor-
        able. The enclosures you provided are returned as you
        requested.
