             Concerns about the prevalence of youth crime and violence
             have raised questions about the multiple federal
             prevention efforts in this area. As a result, you
             requested information on federally sponsored youth
             development programs targeting delinquent and at-risk
             youth. As agreed with your staff, we gathered
             information on development programs with appropriations
             earmarked for targeting youth who are delinquent; at-risk
             of involvement with alcohol, drugs, gangs, or violence;
             economically disadvantaged; and neglected or abused.

             Based on our review of fiscal year 1995 federal line item
             appropriations, we found that 8 federal agencies
             administer at least 46 programs specifically earmarked
             for youth development. we have enclosed summaries on the
             number of youth development programs administered by each
             federal agency, as well as fiscal year 1995 funding
             levels and one-page overviews for each program identified
             showing the
             -- administering agency,

             -- authorizing legislation,

             -- objective,

             -- target youth population,

             -- fiscal year 1995 federal funding (appropriations), and

             -- reporting requirements and restrictions.
