Dear Mr. Chairman:

This letter responds to your request for information on
the Department of Defense's (DOD) military disability
retirement program. In August 1992, we reported to you
that during fiscal years 1981 through 1990, 30 percent of
all military officers who retired on disability retired at
a point in their careers when they were eligible for
normal retirement, which requires 20 or more years of
service. We also reported that only 8.5 percent of all
enlisted members who retired on disability were similarly
eligible.1   As a result, you asked us to determine
whether officers eligible for normal retirement were more
likely to retire on disability than enlisted members with
similar lengths of service who retire on disability.

RESULTS IN BRIEF

During fiscal years 1981 through 1990, 9,015 military
personnel (officers and enlisted members) retired on
disability after 20 or more years of service. They were
also eligible for normal retirement. We found that the
cohort of officers with 20 or more years of service are
less likely to retire on disability than enlisted members
with similar service. The probability of either officers
or enlisted members who are eligible for normal retirement
retiring on disability is very small; about 1 percent of
all service members eligible for normal retirement retired
on disability during fiscal years 1981 through 1990.
