Dear Mr. Gutierrez:

At your request, we examined data on Hispanic employment
at the U.S. Postal Service (USPS) since fiscal year 1990.
The data, as requested, cover USPS employees nationwide
and in the Chicago, Los Angeles, and New York areas and
include information on USPS employee hires, separations,
and grade structure. As requested, we also obtained data
on the number of equal employment opportunity (EEO)
discrimination complaints filed by USPS' Hispanic
employees.

The USPS provided the employment and complaint data that
we examined. We did not verify the accuracy of the data.

In examining the data, we found that Hispanics, women
more so than men, were underrepresented in the USPS
workforce in comparison to their number in the nation's
civilian labor force (CLF). We computed a representation
index that indicates the extent to which an EEO group is
represented in a workforce as compared to that group's
representation in the CLF. Using this index where less
than 100 indicates underrepresentation, Hispanic men had
an index of 96 and Hispanic women had an index of 55 as
of April 1993.

As of that same date, Hispanic men were underrepresented
in the Chicago and Los Angeles postal districts but not
in the New York District. Hispanic women were
underrepresented in all three districts. The three
districts generally cover postal facilities in Chicago,
Los-Angeles, and New York, and we compared the number of
Hispanics in each district with the number of Hispanics
in the civilian labor force of the metropolitan
statistical area.
