for the increasina importance of the quality of wci nq .1ie
(QWL): 'he declining rate of productivity increase, the
restricted qrcwth environment, the deteriorating ;t'ality rt
goods and services, and the changiag nature of the wcrk O¢rce.
The QWL is discussed from three perspectives--reasons for
concern over QWL, evidence available reqarding tenefits frca.
improving QWL, and implications icr the Federal Government.
Findinqs/Conclusions: Concern about QkL has led tc najcr
workplace innovations throughout the industrialized wc.2j in
particular, considerable efforts to iwizcve the QWL have been
advanced in Western Europe. Since 1969, tte Departsept cf Labor
has periodically assessed the QWL cf a nat.onal crzcs-section of
the labor force. Diffetences exist aacng experts in and out of
Government concerning the potential impact of QkL-related
activities, tut increasing interest in QWL arpears wairanted.
The QWL amonq Federal eryloyees must be presumed to approximate
that of the overall U.S. work force, and tte ccncerc for
productivity must also apply to this group. A key iLdicator ot
effectiveness or productivity of Governuent is public reaction
which in recent years has not been favoratle. like level cr QWL
among Federal employees should be asseszed and eziooically
