         Federal agqncies use technical assistance to help State
ajid local governments i.operly manage the vast sums of money
they receive through Federal aid programs.    ctnical assistance
includes in*.roducing new materials and tech.±ques, offering
innovative &pproaches to management, and demonstrating bays vu
improve services to citizens.   Findings/Conclisions: Reajcnses
to a quez;tionnaire sent to State and randosly selecte(I local
officials indicated that those who received relativeiy large
amounts of federal technical assistarce saw a need tor more
assistance, although an overwfielming mijority neither received
nor felt they needed much technical astistance from the fedcral
level. The Federal Government must overcome several imj~eCiment-
it it is to become a more effective lartrer in helping to meet
the technical assistance needs of the Statc and local sectcrs.
One of the key concerns of State and Iccal cfficialE is a
reluctance to becose involved with the Federal level be',ause of
complexities and regulatory problems associated with Federal
assistance. The questionnaire respcnsesc indicated that tew
States and localities actively seek technical assistance or take
advantage of the many available sources of technical assistance,
relying instead on their own staffs. Despite numercus ccmlaints
about the difficulties encountered in applying foL and rtceiving
Federal assistance, a slight majority cf the respondentE
believed that the assistance they received frox the Federal
level adequately met their needs. Better itfornaticn on
available Federal assistance surfaced as one of the major needs
