         Radioactive wastes vary widely i vCiume, ccmpc=ition,
and intensity of radioactivity depending ct the materials and
nature of the operations from which they originate. Most of the
radioactive wastes qenerated today arc from the Department of
Enerqy's (DOE's) weapons program, ccmmercial nuclear reactors,
and nuclear fuel cycle activities, mainly at fuel fatrication
and zeprocessing facilities. Findings/Ccnclusiions: U.S.
radioactive waste policy goals are presently unclear in thit
there is no clear differentiation of management, regulaticn
(licensiuq). and research, development, and demonstration
functions. In addition, no single agency has enougn jurisdictio-,
over all the aspects of nuclear waste eperaticns tc develcF a
comprehensive proqram. The safe d vcl¢cjent and demonstration of
methods of collecting, temporarily storing, treating, packaging,
and transporting these wastes present cverwhelming challenges.
Target dates currently envisioned by LCE are optimistic, and -t
is doubtful that they will be achieved. Goals for tte future
must include establishing specific criteria for radioactive
wastes durinq each phase of management. These criteria siculd
address not only those basic technclcgical aspects of wa-te
performance and repository characteristics, but also the
specific institutional requirements. Unless the States and
Federal Government join now in setting goals and asSigfniL
responsibilities fur management and licensing, the radioactive
waste manaqement proqram will remain fragmented, -utlicly
unacceptable, and undemonstrated. (SC)
