           Dear Senator Schmitt:

                This replies to your letter of September 29, 1978, trans-
           mitting a copy of a January 26, 1959, decision of the Comptroller
           General, B-138451, which sustained the disallowance of the claim
           of Mr.                                       , for additional
           compensation for performing the duties of a higher grade position.
           Although your letter did not enclose a written request from
                      , and                  of your staff has advised that
           he did not submit one, we gather that he seeks reconsideration
           of that decision.

                Generally, the Comptroller General will reconsider decisions
           upon receipt of a timely request specifying the reasons why the
           holding is believed to be incorrect. In this case, however,
           nearly 20 years have elapsed since the decision was rendered, and
           we have been advised that the claim file was destroyed in ac-
           cordance with prescribed records disposal procedures. Since
                       has provided no new evidence or arguments to sub-
            stantiate his claim, we have no basis upon which to reconsider
            the 1959 decision.

                We regret that we are unable to resolve this matter in a
            manner more favorable to your constituent.
