Dear Mr. Chairman:

     This is in response to your request for our comments on H.R. 6128,
97th Congress, which would revise, codify, and enact without substantive
change certain general and permanent laws, related to money and finance,
as title 31, United States Code, and the draft report accompanying this
bill.

     As you are aware, we have previously submitted comments on H.R. 4774,
97th Congress, an earlier version of the codification and the draft report
accompanying that bill to the Office of the Law Revision Counsel. Many of
our suggested changes have been incorporated in H.R. 6128, and all matters
of disagreement between this Office and the Office of the Law Revision
Counsel have been resolved. We have no objection to the enactment of
H.R. 6128, 97th Congress.
