Dear Mr. Secretary:

     Subject: Approval of the Bureau of the Mint Bullion
               and Monetary Accounting System Design
               (GAO/AFMD-82-122)

     It is my pleasure to approve the accounting system design
of the Bureau of the Mint's Bullion and Monetary Accounting
System. The Director of the Mint formally requested our
approval of this system on September 24, 1982.

     As a result of comments we made during our evaluation,
the internal controls in this system were greatly enhanced.
We are especially pleased that the Bureau of the Mint has
agreed to perform a physical inventory of gold, silver, and
platinum metals not less frequently than annually.

     To maintain the approved status of the design, planned
changes should be discussed with our representatives and, if
deemed significant, submitted formally for approval.

     We suggest that the Department's internal auditors period-
 ically review the system to assure that it is operating in
 accordance with the approved design. At some future date we
 will examine selected aspects of the system and advise you as
 to whether it is functioning effectively and in accordance with
 our approval.
