TO the President of the Senate and the
Speaker of the House of Representatives

     on September 23, 1982, the President's eighteenth
special message for fiscal year 1982 was transmitted to Con-
gress pursuant to the Impoundment Control Act of 1974. This
special message proposed one new deferral of budget authority
totalling $6,500,000 (D82-253, Department of Commerce,
Science and Technical Research, Scientific and Technical
Research and Services) and one revision to an existing
deferral increasing the amount deferred by $1,250,000 (D82-
249A, United States Information Agency, Salaries and
expenses, special foreign currency program).

     We have been advised by the Office of Management and
Budget that the deferred funds were released as of Septem-
ber 30, 1982, consistent with section 1013 of the Impoundment
Control Act, which provides that a deferral may not be pro-
posed for a period of time extending beyond the end of the
fiscal year in which the special message is submitted.
