This special message proposed one new deferral of budget authority totalling $6,500,000 (D82-253, Department of Commerce, Science and Technical Research, Scientific and Technical Research and Services) and one revision to an existing deferral increasing the amount deferred by $1,250,000 (D82- 249A, United States Information Agency, Salaries and expenses, special foreign currency program). We have been advised by the Office of Management and Budget that the deferred funds were released as of Septem- ber 30, 1982, consistent with section 1013 of the Impoundment Control Act, which provides that a deferral may not be pro- posed for a period of time extending beyond the end of the fiscal year in which the special message is submitted.
