Speaker of the House of Representatives

     On July 28, 1982, the President's sixteenth special
message for fiscal year 1982 was transmitted to the Congress
pursuant to the Impoundment Control Act of 1974. The
special message proposed one rescission of budget authority
totalling $83.5 million. On August 23, 1982, the President
submitted his seventeenth special message for fiscal year
1982, proposing one rescission of budget authority totalling
$2.3 million, a new deferral totalling $2.7 million and
revisions to two previously reported deferrals which
increase the amounts deferred by $4.8 million. Our report
follows.

     In R82-30, the President proposed rescission of $83.5
million of a total of $119.1 million earmarked for continued
design of the SRC-I coal liquefaction project. In the 1982
Supplemental Appropriations Act (September 10, 1982), Con-
gress provided the following disposition of the entire
$119.1 million: $64 million is deferred until enactment of
the 1983 Department of the Interior and Related Agencies
Appropriation Act; $28.1 million is to be used for certain
post-baseline activities; $22 million for termination costs
of SRC-I; and $5 million for related administrative
expenses.
