To the President of the Senate and the
Speaker of the House of Representatives

     On June 23, 1982, the President's fourteenth special message
for fiscal year 1982 was transmitted to the Congress pursuant to
the Impoundment Control Act of 1974. This special message pro-
posed one rescission of budget authority totalling $8 million and
one deferral totalling $3,613,000. Our report follows.

     The special message states that the funds proposed for
rescission are no longer needed because a two-year delay in the
pipeline project prevents the Office of the Federal Inspector
from expanding its 1982 program as planned. In addition, agency
officials advised us that, due to the delay, permanent staff in
the Office of the Federal Inspector will be reduced from 135 to
90 by the end of fiscal year 1982. They also told us that the
San Francisco field office has been closed and the Omaha field
office is expected to be phased out in 1983.

     The officials said that the Office will maintain a role in
overseeing construction of the Eastern leg of the pipeline, and
will continue to audit pipeline company costsand review tech-
nical packages for the gas conditioning plant and design of the
pipeline. The activities of the Office that will be most affected
by the reduced funding include permits and compliance, and field
surveillance.

     Based on the current legislative calendar, the 45-day period
of continuous session during which the funds may be withheld pend-
ing congressional consideration of a rescission bill will end on
August 17, 1982.
