         The Presidentls fifth special message for fiscal year
1978 pursuant to the Impoundment Control act of 1974 proposed
three new rescis ions of budget authority totalizg $55.3 nillie&
and six new deferrals affecting S1,517.1 millicn in budget
authority. The rescissions invoived funds opproprieted to the
Presideut, the Department of State, and the Federal lone Loan
Bank Board. The deferrals of budget autho ity involved: the
Department of Agriculture; the Department of Comerce tke
Panama Canal Zone government; and the Department of Health.
Education, and welfare. The m',eaage also included rsvimious to
seven previously proposed deferrals involving: the Department of
Justice, tue Department of Labor& the Department of
Transportation, the Department of the Treasury, the National
Science Poundation, and the 6.S. Informaticn Agencj. Based on
the current legislative calesdar, the 65-day period during-which
funds may be uLthheld p.ending congressicnal consideratiot o a
