, ...Dear Senator Moss:

         In reply to your letter of October 13, 1971, asking for
    our views on Mr. William B. Jacky's statements concerning cer-
    tain poor management practices and other unsatisfactory con-
    ditions in Koreai, we submit the following information.

         We interviewed Mr. Jacky at his home to obtain any spe-
    cifics which would provide us with a basis for inquiring into
    his statements regarding deficiencies in supply management.
    Mr. Jacky was unable to provide us with such specifics and, dur-
    ing the interview, acknowledged that a new commanding general,
    assigned near the end of Mr. Jacky's tour of duty, had been
    attempting to solve these problems. Recent visits to Korea
    by members of our staff have confirmed tiat an aggressive pro-
    gram is now under way to improve overallimilitary supply man-
    agement in Korea.

         In view of the results of the interview with Mr. Jacky
    and in view of the Army's recognition of the need to improve
    supply operations in Korea, we believe that no further effort
    on this matter is required at this time. We are planning, how-
    ever, to review certain aspects of logistics management in
    Korea during 1972. The areas about which Mr. Jacky expressed
    concern will be particularly emphasized during this review.

         If we can be of further assistance in this matter, please
    feel free to call upon us.
