Marsh The Secretary of the Army Dear Mr. Secretary: Enclosed is a copy of our decision of today sustaining the protests of Programmatics, Inc. and Telesynetics Corporation under solicitation No. DACW38-87-R-0042. The solicitation requested proposals to prepare an integrated master plan to meet the communication needs of the Army Corps of Engineers in the Lower Mississippi Valley. The Army awarded a contract under this solicitation to Touche Ross on August 24, 1987. As indicated in our decision of today, we have concluded that the record provides no rational basis for the evaluation scores awarded to the protesters' proposals. We recommend that the Army reevaluate best and final offers and provide adequate, rational documentation supporting the scores awarded. If reevaluation results in an offeror other than Touche Ross becoming the highest evaluated offeror, the Army should terminate the contract and reaward consistent with the terms of the solicitation. We direct your attention to the Competition in Contracting Act of 1984, 31 U.S.C. S 3554(e)(1) (Supp. III 1985), which requires that the head of the procuring activity responsible for the solicitation report to our Office if the agency has not fully implemented our recommendation within 60 days of the receipt of our decision.
